The British High Commission in Kampala has announced a major call for proposals aimed at reshaping how refugee aid is delivered in Uganda.

This new initiative, known as the Uganda Refugee Support, Empowerment and Transformation (ReSET) project, seeks to move the country’s refugee response away from a purely humanitarian model toward one that fosters long-term self-reliance.

This bilateral program focuses on the most vulnerable populations, including new arrivals, women, and persons with disabilities.

By emphasizing gender equality, climate resilience, and social cohesion, the project aims to benefit both refugees and the host communities that support them.

Funding and benefits

The ReSET project offers a substantial funding pool of up to £20 million to be distributed over a two-and-a-half-year period.

Selected projects are scheduled to run from August 2026 through March 2029, covering key sectors such as agriculture, climate change, and livelihoods.

Selected partners can seek funding to support two distinct pillars: meeting immediate humanitarian needs like food security and protection, or establishing sustainable pathways to economic independence.

The program is designed to provide multisectoral assistance that helps households transition away from a reliance on aid.

Application requirements and eligibility

Eligibility for this funding is restricted to non-governmental organizations (NGOs) that hold a valid registration with the Uganda NGO Bureau.

This invitation is open to international NGOs, national organizations, and refugee-led groups capable of delivering impactful results.

Applicants must submit a concise seven-page concept note that outlines their proposed delivery strategy.

These proposals must clearly state whether the organization intends to address core humanitarian needs, self-reliance and resilience, or a combination of both pillars.

The British High Commission is encouraging submissions from both individual organizations and consortia.

Preference will be given to projects that demonstrate strong alignment with the Ugandan government’s inclusive refugee policies and focus on localization.

Deadline

The deadline for all expressions of interest is 11:59 PM (East Africa Time) on June 16, 2026.
