UNICEF calls for proposals to boost measles-rubella and HPV vaccination in Nigeria

The United Nations Children’s Fund (UNICEF) is inviting proposals for its newly launched programme aimed at strengthening community engagement for the Measles-Rubella (MR) Vaccination Campaign and HPV vaccine uptake through targeted interventions.

Focus Areas and Locations

UNICEF’s campaign will focus on the following sectors and locations in Nigeria:

  • Sectors:

    • Health

    • Immunization

  • Geographic Focus:

    • Niger

    • Bauchi State

    • Federal Capital Territory (Abuja)

Expected Deliverables

Measles-Rubella Campaign

To drive uptake, the programme will support the following activities:

  • Conducting orientation sessions in primary and secondary schools with headteachers and school health club coordinators.

  • Designing and distributing school-specific Information, Education, and Communication (IEC) materials within LGAs.

  • Orienting religious leaders on MR vaccines and promoting the use of sermon guides in places of worship.

  • Training, deploying, and supervising Ward Development Committees (WDCs) at the ward level.

HPV Routinization Campaign

Key deliverables include:

  • Adopting co-creation tools tailored to local contexts, including co-creation sessions with girls and caregivers, followed by a compiled report.

  • Implementing edutainment and informational activities at both school and community levels.

  • Training and engaging community gatekeepers as local influencers to promote HPV vaccination.

  • Identifying, training, and supporting teachers to conduct assembly and classroom talks in low-performing LGAs.

  • Documenting learnings and innovative HPV-related activities in schools and communities.

  • Training health service providers in youth-friendly service provision across 10 health facilities per LGA in 257 LGAs across 15 states.

Selection Criteria

Applicants must demonstrate the following:

  • Clear articulation of proposed activities and expected outcomes.

  • Relevant experience working with UN agencies.

  • Strong local presence and experience.

  • Proven sector expertise.

  • Commitment to community accountability and engagement.
