The EU Cyber Diplomacy Initiative — EU Cyber Direct has opened applications for the third edition of its flagship fellowship, running from December 2025 to June 2026.
This international fellowship brings together professionals from across the globe to address critical issues in cyber diplomacy, international cooperation and digital governance.
Focus
The programme aims to develop practical, policy-driven solutions in key areas such as cyber capacity building, international cyber stability, human rights online and the governance of emerging technologies.
It also explores topics including critical infrastructure resilience, hybrid threats, and the role of science and multi-stakeholder collaboration in strengthening global cyber diplomacy.
Programme design
Over a six-month period, fellows will engage in both online and in-person sessions, where they will conduct research, test policy ideas, and collaborate with EU policymakers, senior officials and global peers.
Each fellow is expected to produce two main outputs:

A written publication (such as a policy paper or report), and

A public engagement activity, which may include a workshop, webinar or policy brief.
Benefits
Selected fellows will receive travel and accommodation support for in-person events, along with editorial and publishing assistance to ensure their work reaches relevant policy and academic audiences.
Eligibility
The fellowship is open to professionals from all countries outside the European Union (EU) and European Economic Area (EEA).
There are no age or seniority restrictions, but applicants must demonstrate a strong interest in cyber diplomacy or related digital policy areas.

Application requirements
Applicants must illustrate how cyber or digital developments relate to their current work and provide evidence of experience in cyber diplomacy, cybersecurity or digital policy.
Strong analytical, writing, and communication skills in English are essential.
Successful candidates will be selected following a thorough review and shortlisting process by the EU Cyber Direct team.
