The Sustainable Blue Economy Partnership (SBEP) has announced the launch of its 2025 Joint Call for Research and Innovation Projects, inviting proposals that foster a more resilient, healthy and sustainable blue economy across Europe.

Funded by the Horizon Europe Programme, this initiative supports cross-sector collaboration that integrates science, innovation, and policy to deliver practical solutions for ocean and coastal sustainability.

Focus and Aim
The 2025 Joint Call aims to strengthen the competitiveness and long-term sustainability of Europe’s blue economy. It focuses on five key thematic areas:

  • Digital Twins (development and use)

  • Transitioning Blue Economy Sectors

  • Managing Sea Uses

  • Blue Bioresources

  • Resilient Coastal Communities and Businesses

Through these focus areas, the call encourages innovative projects that balance economic growth with marine conservation—advancing Europe’s climate action and environmental goals.

Funding details
A total of €43.5 million has been earmarked to support innovative, cross-border projects. This funding will enable researchers, innovators, and industry leaders to create solutions that promote sustainable marine ecosystems and industries.

Participants will also gain access to international collaboration networks, increased research visibility and opportunities to contribute to EU-wide sustainability initiatives.

Who can apply
The call is open to organizations and stakeholders involved in marine and blue economy sectors, including:

  • Universities and research institutions

  • Private companies and startups

  • Non-governmental organisations (NGOs)

  • Public bodies and policy institutions

Multidisciplinary and transnational collaborations are highly encouraged to ensure broad, impactful outcomes.

Application requirements

  • Applicants must represent organisations based in participating SBEP countries.

  • Proposals must address at least one of the five focus areas.

  • Each partner must comply with their respective national or regional funding rules.

  • Consortia must include at least two partners from different participating countries.

Some funding bodies may require additional national documentation alongside the joint proposal.

Application process
Applicants should ensure their proposals meet both SBEP’s general eligibility criteria and specific national requirements. Each partner organisation will be funded by its national or regional agency. Incomplete or non-compliant applications may be ruled ineligible.

The Partnership prioritises proposals that demonstrate innovation, measurable impact and strong alignment with EU marine sustainability objectives.
