The United Nations Development Programme (UNDP) is inviting proposals from experienced NGOs and civil society organisations (CSOs) for its project titled Community Reintegration and Consolidation of the Community Development Emergency Programme (PUDC) in Senegal.

Funded by the Government of Japan, the initiative supports the restoration of basic services, peacebuilding, and social cohesion, with a particular focus on the Casamance region, where multisectoral efforts are underway to reintegrate former combatants and displaced people into recently cleared areas.

Project Overview

This call is part of two interrelated projects:

  1. Consolidation of the PUDC Model—positioned as an innovative financing approach for achieving the Sustainable Development Goals (SDGs) and accelerating Africa’s development.

  2. Support for Community Reintegration in the Casamance Region—led by UNDP, focusing on restoring stability and cohesion.

Scope of Work

The selected NGO/CSO will be responsible for:

  • Conducting a civil status certification operation in Boutoupa Camaracounda and Oulampane.

  • Organising community awareness campaigns to foster social cohesion in these communes.

  • Providing psychosocial support to survivors of conflict.

  • Facilitating roundtable discussions with youth, women, community leaders, CSOs, diaspora, and private sector actors across Kolda, Sédhiou, and Ziguinchor on topics such as employment, civic engagement, and social cohesion.

  • Training youth on citizenship and community leadership in the targeted regions.

Project Objectives

  • Facilitate sustainable reintegration of conflict survivors and vulnerable groups through civil registration, peace awareness, and psychosocial care.

  • Strengthen citizen participation, especially among youth and women, in the PUDC process.

  • Provide a platform to measure and showcase PUDC’s impact while promoting it as a replicable development financing model.

  • Conduct a brief impact assessment of the intervention in targeted communities.

Funding Information

A total of USD 55,000 will be disbursed, allocated as follows:

  • USD 20,000 for interventions in Boutoupa Camaracounda and Oulampane.

  • USD 35,000 for activities in Kolda, Sédhiou, and Ziguinchor.

Eligibility Criteria

Applicants must:

  • Demonstrate a strong commitment to local development and capacity for direct implementation.

  • Have a physical presence in Ziguinchor, Kolda, or Sédhiou.

  • Possess proven experience in:

    • Community-based projects,

    • Gender integration,

    • Grant and project management.

  • Have effective communication channels and participatory tools.

  • Submit a detailed activity budget aligned with the specified funding distribution.

Evaluation Criteria

Proposals will be assessed based on:

  • Technical soundness and the inclusion of innovative, scalable solutions.

  • Relevance and impact of proposed interventions.

  • Budget justification and demonstrated financial capacity.

  • Monitoring and evaluation mechanisms that foster local ownership and long-term sustainability.
